Shoul health insurance be like car insurance?

Should health insurance be like car insurance and the higher risk a person is for an insurer the higher they pay for insurance? Although this does make sense, I do not think this is fair when talking about health. If someone's car insurance is higher it is because they may have made reckless choices like speeding or something, but if someone's health condition is not their fault then I do not think it is right they should have to pay more. Health insurance costs so much already, it just does not seem right for people to have to pay more based on their condition. I wish there was a way to make health insurance more readily available and affordable to everyone. One's health is so important, and I wish it was not so hard for someone to have health insurance.
